The ministries requested from the Government for the next year 200 billion Dinars more from the budget than Serbia is allowed to spend, ‘Blic’ learns. This practically means that the ministers have requested 20 to 30 percent of money more than allowed as per the agreement with the IMF and the Law on budget system. Even more, some ministers intend to lobby with President Boris Tadic to get more money!
REQUIREMENTS
It is no secret that each year ministers are trying to get as much money as possible for their ministries. However, the year of 2011 is important because that is a pre-election year. To put it simply – more money, more promises – better ground for election campaign. Although none of the ministers in Serbian Government is ready to admit that the budget for 2011 is important, economic analysts are certain that the fact that the next year is a pre-election year explains such fierce struggle for more the money.
As ‘Blic’ learns the Ministry of economy is leading when unrealistic requests are concerned. It requested 50 billion Dinars for the 2011 budget and was requested to cut the amount by half. The Ministry for National investment plan also requested 25 billion Dinars and was requested to cut it by 15 billions.
‘However, the stronger ministries seem to have now ears and intend to insist with President Tadic to get what they want’, our source said.
Ljubodrag Savic, Professor at the Faculty of economy has no dilemma that the 2011 budget is going to be pre-electoral.
‘The Government has made a proposal surpassing legal possibilities. Due to huge appetites, the ministries have at the very beginning violated agreement with the IMF’, Savic told the ‘Blic’.
NO MONEY
Financing of budget deficit in the next year shall be a real problem and the 2011 budget has been already as stumbling block in negotiations with the IMF. Requests for increase of consumption are too large.
Economist Miroslav Zdravkovic believes that the IMF is not going to accept the wish list.
‘The ministers can fight for their budget but the problem is that there is no source to finance the deficit from. The money from sale of ‘Telecom Serbia’ can be used but then there shall be no money to invest in infrastructure as promised’, Zdravkovic explains.

BELGRADE, Serbia — Authorities say that a series of aftershocks reaching 4.4 magnitude has rattled central Serbia, upsetting residents after an earthquake that killed two people and wounded 50.
Seismologists said Friday a number of small tremors shook the town of Kraljevo and its surroundings throughout the night. They say the strongest tremor hit late Thursday.
Kraljevo town authorities say the tremors sent people fleeing from their homes in panic. The Tanjug news agency says many people spent the night in their cars. It says several people were lightly injured.
The area 120 kilometres (75 miles) south of Belgrade was hit by a 5.3 magnitude earthquake early Wednesday. Some 4,000 houses have been reported damaged by the quake.

BRUSSELS -- In a move perceived as hugely symbolic both by Brussels and the countries in the region, the European Union has agreed to lift its visa requirement for Albania and Bosnia-Herzegovina from next month.
With Serbia, Macedonia, and Montenegro already on the EU visa-free list since December 19, 2009, this leaves Kosovo the only part of the western Balkans to be denied the privilege.
The move announced today by EU interior ministers meeting in Brussels will come into effect in "mid-December."
Politicians and officials in Brussels had in advance of the meeting said the intention was to abolish visas "before Christmas," but that message was not repeated today -- perhaps in recognition of the fact that both countries contain significant Muslim populations.
The EU decision means holders of state-of-the-art biometric Bosnian and Albanian passports can travel freely for up to three months in the so-called Schengen zone -- which includes all EU member states with the exception of Britain, Ireland, Cyprus, Bulgaria, and Romania, as well as non-EU members Norway, Iceland, and Switzerland.
Asylum Concerns
Although the decision was unanimous, officials say there has been some skepticism behind the scenes.
France and the Netherlands have viewed with particular alarm the surge of Eastern European immigration that has followed the lifting of visas and border controls.

They were not alone in raising the issue. Sweden, for example, has seen the number of Serbian asylum seekers rise to over 4,000 this year -- compared to a little over 400 during the same period last year.
Visa matters are subject to majority votes in the bloc and officials say the skeptics would have been outvoted by those who see today's decision as an historic step toward ultimately bringing the region into the European Union.
But the misgivings of the minority were clearly reflected in the statement adopted today by the EU interior ministers, which warns that the bloc will carefully monitor the situation and, if necessary, could "suspend" visa liberalization for the western Balkans -- in other words, reintroduce visas.
Representing the EU's rotating presidency at today's meeting, Belgian State Secretary for Migration and Asylum Melchior Wathelet acknowledged the concerns.
"The biggest problem would be, let's say, 'wrong' asylum seekers [people with unfounded asylum claims] that would come to seek asylum within Europe based on [economic reasons]," Wathelet said. "That is really what we do not want to see."
Defending the decision to open EU borders to Bosnians and Albanians, Wathelet said the EU experience with Serbia, Macedonia, and Montenegro so far had been "paradoxically" useful in preventing similar problems from arising with respect to Albania and Bosnia.
In this context, EU Commissioner for Home Affairs Cecilia Malmstrom particularly underscored media campaigns being run by Bosnian and Albanian authorities warning their citizens that visa-free travel in the EU is not intended for seeking asylum or jobs.
Commenting on Kosovo, European Commission spokesman Michele Cercone today said the bloc would only discuss dropping visas once the authorities in Pristina agree to receive without restrictions Kosovar subjects expelled by EU member states.
Although five EU member states have yet to recognize Kosovo's independence, officials say there exists a "broad consensus" within the bloc that Kosovo's 2 million people cannot be left outside the EU's visa-liberalization regime.

Two people were killed and about 50 injured when an earthquake, measuring 5.4 on the Richter scale, struck central Serbia at 1.56 a.m. on November 3. The epicenter of the quake was 10 kilometers north-west of the town of Kraljevo.
According to the data of the Emergency Situation Sector in Kraljevo, 3.822 buildings have been checked so far, and 733 of them have been qualified as unsafe for further use.
The schools in Kraljevo are still closed.
The commission headed by statics experts stated that out of 87 school facilities, 19 schools, the majority of which are located in the town, have suffered serious damage, but their stability is not threatened, Head of the Raska District School Administration Zarko Milosavljevic told Tanjug.

Одрон блокирао пут Краљево-Рашка
Нема повређених у одрону на путу Краљево-Рашка, код места Вујића чесма. Саобраћај на том магистралном путном правцу прекинут.
На Ибарској магистрали, на деоници Краљево-Рашка код места Вујића чесма, прво око 18 часова, а потом два сата доцније, одронио се део брда. Већа количина земље и камења потпуно је затрпала коловоз на дужини од 50 метара и изазвала прекид саобраћаја.
Повређених нема, пошто у близини места одрона нема кућа, а последње возило које је прошло путем био је камион, који је избегао обрушавање земље и камења.
Путници аутобуса који се кретао из Београда ка Новом Пазару, рекли су репортеру РТС-а Вери Аксентијевић да се брдо одронило на само пет метара од њих. Нико од 20 путника аутобуса није повређен, рекао је возач Предраг Бојовић.
Иначе, путници су видели камион, који је долазио из супротног смера, и у последњем тренутку успео да избегне обрушено камење и земљу, тако да возач није повређен.
Наш извештач са лица места Сања Драгићевић јавља да су на том делу Ибарске магистрале у оба смера формиране километарске колоне аутомобила, а саобраћајна полиција процењује да ће пут бити рашчишћен и проходан најкасније до раних јутарњих часова.

Za tri dana pušači će morati da promene dosadašnje navike. Cigaretu, kada počne da se primenjuje Zakon o zaštiti stanovništva od duvanskog dima, više neće moći da zapale na radnom mestu, u liftovima, hodnicima, čekaonicama... Isto će važiti i za škole, fakultete, bolnice, menze, biskope... Tamo čak neće postojati ni prostorija za pušače.
- Poslodavac u ostalim preduzećima, ustanovama i slično može, ali ne mora da otvori posebnu prostoriju za pušenje. Ona mora da ima ventilacioni sistem, koji je sastavni deo prostorije za pušenje i koji je fizički odvojen od drugog ventilacionog sistema - kaže za „Blic” dr Srmena Krstev, predsednica Komisije za prevenciju upotrebe duvana.
Pušenje od četvrtka tako neće biti moguće ni u javnom prevozu, odnosno u tramvajima, autobusima, trolejbusima, taksiju, avionu, ali ni u službenim vozilima. Strastveni pušači za dva dana moraće da biraju koje će kafiće, restorane i kafane da posećuju jer će ih u mnogima od ovih objekata u uživanju u nikotinu onemogućiti jasno istaknut znak „Zabranjeno pušenje”.
Kako je u Hrvatskoj zabrana pušenja u ugostiteljskim objektima naišla na velika negodovanja stanovništva i vlasnika kafića, restorana i kafana, u kojima je vidno opao promet, u Srbiji je ostavljena mogućnost opredeljenja. Objekti manji od 80 kvadrata moći će da se opredele za to da li će biti pušački ili nepušački. Očekivanja Dragana Đorđevića, vlasnika niškog restorana „Sinđelić”, jesu da će mu i te kako opasti promet usled primene novog zakona.
- Mislim da će nepušači praviti probleme jer će smatrati da je po novom zakonu potpuno zabranjeno pušenje, što nije slučaj - kaže Đorđević.
Njegovo mišljenje ne deli Vladimir Mitrović, vlasnik poznatog novosadskog restorana „Plava frajla” i noćnog kluba „Giardino”, međutim primena ovog zakona biće nezgodna u noćnim klubovima, s obzirom na to da je kod velikog broja Novosađana cigareta i dalje sastavni deo dobrog provoda - kaže Mitrović.
U beogradskom kafiću „Time out”, koji se nalazi u sastavu istoimenog butika u kom od otvaranja nije bilo dozvoljeno pušenje, kažu da im to nije uticalo na promet.
Za građanina koji prekrši zakon predviđena je kazna 5.000 dinara, a za njegovog poslodavca od 30.000 do 50.000 dinara. Za firmu je kazna mnogo veća - od pola miliona do milion dinara.

Kraljevčani ponovo izašli na ulice
Novi zemljotres, jačine 3,1 stepen po Rihteru, pogodio je sinoć oko 23.21 okolinu Kraljeva. Epicentar zemljotresa bio je 11 kilometara južno od Kraljeva, u regionu planine Stolovi. Potres je uznemirio građane Kraljeva, od kojih su mnogi izašli iz stanova i kuća.
Novi zemljotresi - jedan u 18.00 a drugi u 20.29 sati - rezultat su smirivanja tla nakon prošlonedeljnog jakog potresa jačine 5,4 stepeni Rihterove skale, navode u Zavodu.
U Seizmološkom zavodu tvrde da potres jačine 3,2 stepena nije mogao da prouzrokuje veliki odron, do koga je došlo sinoć oko 18 sati na Ibarskoj magistrali, tridesetak kilometara južno od Kraljeva, osim ako je to područje bilo sklono klizištu.
